Okay, just some basic advice... It's better than to be given a build without explanation, right? Anyway, I'll assume it's for PvE.
Get rid of Mending. It's way too energy-consuming compared to the benefits of it. If you want heal there are better options. You don't need 3 different heal anyway on your build, one is fine. As you have 10 in WS, go with Troll Unguent.
You can't survive without Expertise as it will reduce the cost of your skills tremendously. You MUST have 9 in Exp at least. 12 is good. 13 is great. 16 is for some tricky builds.
Precision shot is not that good. Pin Down is useless in PvE.
Add a defensive stance or 2 to your skillbar. Whirling Defense and Throw Dirt are very useful despite their recharge time.
Kindle and Dual are fine for some areas when it comes to damage, so you can roll with it... But as a Ranger, take an interrupt or 2 and practice on it. Go with Savage and Distracting Shot, together they're a great shutdown.
I guess you now have:
Kindle Arrows
Dual Arrows
Distracting Shot
Savage Shot
Throw Dirt
Whirling Defense
Troll Unguent
Res (a must)
And don't forget, at least 9 in Expertise. You can play around these principles and build up new ideas (how to Barrage instead of a preparation, or how to include Poison with Poison Arrow or Apply Poison)...
As you see, it's all Ranger except for the last skill that is a res. In PvE, bring a hard res you can use at will as you're a /Mo.
If you have escape, throw that in instead of throw dirt. The whole point of a ranger is to deal damage without being in the heat of combat. (Shiverpeaks is a good example, as you can be knocked down a lot in the missions). And Escape can serve 2 purposes, run if all fails and you are the last standing. (If so use rebirth). And you can use it to evade attacks if you are being jumped on. If you don't have escape use something like Lightning Reflexes . Add savage shot in there too, to interrupt any spells made by monster monks. It just makes killing mobs with a monk in so much easier.
Plus maruader's is pointless. For the miniscule extra damage you get from something like power shot, your healing skills are disabled for 5s. I suggest something like WD instead, to use when you are the centre of attacking for a while.
So I suggest skills like
Troll
Savage shot / Distracting shot
Power shot??? / Something better
Kindle
Restore life
Heal area
Whirling Defense
Escape {E} / Lightning Reflexes
Hunter's shot
Hunter's shot is useful if a monster is running towards you. Just pop him with the attack, and saves fighting time...
I play R/Mo a lot and this is my bread-and-butter PUG/henchie build for when I'm feeling lazy. It's not the best build out there by a long way, but it does allow you to do decent offence and interrupts while providing emergency defence. It's a PVE build.
Marksmanship 11+1+1
Expertise 12+1
Beast Mastery 3+1
Wilderness Survival 5+1
Protection Prayers 2 (because I have a handful of points left over)
I've never even got round to picking up a Superior Marksmanship Rune, but would recommend it. That'll up your attribute from 13 to 15.
I use 3 bows, an elemental string bow for when I'm not fighting or if I'm up against a warrior mob, a vamp bow for general damage dealing, and a zealous bow to recover energy during a fight (imporant if you're using concussion shot).
Tactics are pretty basic. Stay by the back rank casters, preferably the healer. Spam Tiger's Fury, which at BM rank 4 gives you an increased attack speed for 7 out of every 10 seconds. Use Marauder's shot to help spike any called targets, and barrage to keep up a decent damage rate. Because Expertise 13 makes your 5 point skills cost only 2, you can keep this up for a long time, especially if you switch to the zealous bow.
If you're up against a caster threat, stop spamming barrrage, and fire off a concussion shot, you can also use distract if you're up against a spammed enemy skill.
If (as happens a lot in Factions) the enemy warriors/assassins try to mob your casters or you, use Throw Dirt to buy you and the casters a bit of time, and either retreat and use troll's or call a spike on the enemies while they are still blinded.
If the brown stuff really hits the fan, you can use Rebirth to pull people out of the action and dust yourselves off.
If you know you're going to be teaming up with other rangers, then sub out one of the interrrupts for a spirit. Other variations are to replace barrage with a preparation, which also allows you to pick a different Elite - Poison Arrow or Escape for example. If you do use a preparation, you may also want to consider replacing one of your interrupts with Needling Shot, as the extra damage from the preparation stacks up nicely.
However you do it, the main philosophy is to have at least one cheap skill that does regular damage (which is why I like to use Barrage, even if it's a bit lame ), a good 'spiking' skill to help take down priority targets (Marauder's does that job here) an interrupt, a good emergency defence and a reusable res spell.
If yo want to heal people too, then go for a different build like the one above, but IMHO rangers do not make good healers becasue of energy management issues. If you need to be healing people in the first place, then you've probably got a bigger problem... which is where the reusable res comes in really handy!
IMO you don't want kindle.. if you're using inetrrupts read the wind is better suited for this job.

Your comments on the green bows are all opinion. I would agree with you about dragos, and the rest of them, but to me, Elswyths is not Req.8, and the vampiric mod is not very useful on the Recurvebow. Therefore, Elswyths is crap too.
Power shot also, is a BAD choice (I'm pretty sure most other rangers would agree with me on this one.). If you want something to deal damage, 90% of the time Penetrating Shot/Sundering Attack will deal more damage.

Yeah. Well, it depends how you want to deal damage, in what situation... But Power Shot is never the best choice.
I beg to differ, Dahl. I guess his normal flatbow has limited uses, but add barrage to drago's vampiric flatbow for a build dependant on keeping enemies out of the aggro bubble, (ice imps for example) then you can deal some mighty damage, while you heal fast (Before anyone says "omg live vicariously ftw" the extra pip or energy regen can help out when you take on 2 imps, for example). Heck dual shot + Drago's vamp flatbow + read the wind + interrups = nice heal + nice damage + very fast interrupts from a distance. IMO all green bows are useful, you just gotta find a purpose for it
My best advice to you is ignor your secondary unless you need a rez spell in PvE. There are times when a secondary can come in handy, but in general, specializing your attributes and taking full advantage of the ranger's capabilities is best imo.
Here's a build you might wanna play around with if you want some versatility:
Penetrating Shot (or hunter's shot, or other dmg dealing shot of choice)
Savage Shot
Apply Poison
Flame Trap (or barbed trap, depending on preference)
Escape {E}
Throw Dirt
Troll Unguent
Ressurection Chant (or other rez spell. Rebirth is great, but not always the best choice for the situation)
Have 13 exp, and put the rest in WS and Marks with a bit favored towards WS.
Use Escape then run into a mob, drop a trap, then run back to a safe distance and poison em. Interupt all that you can also.
